How are savings determined?
This project is being delivered using the Energy Savings Performance Contract process. This process involves the development of an investment grade audit (IGA) to identify improvements that result in energy, water and operational savings.
The savings for the Armory improvements are determined by establishing a baseline of cost using real-time energy and water usage; and a history of utility, repair and maintenance bills. Future savings are calculated by comparing the efficiency of the existing equipment (HVAC and lighting) with the efficiency of the proposed equipment. Utility escalations, the cost of financing, etc. are also used to determine future costs.
What happens when energy savings goals are not met?
Under the contract, Ameresco will be responsible for paying the City of Columbia the amount of any energy savings shortfall.
