The City is taking steps to adopt the 2024 International Building Codes, rules that govern building safety and construction. This is a major update from the 2018 standards the City currently uses, covering everything from new home construction and fire safety to energy efficiency and plumbing. As part of this, the City is actively collecting public feedback on the proposed changes. Questions and comments can be left below, and all input will be addressed and answered by City staff at a future public listening session to ensure transparency before final adoption.
Several key City departments – including the Community Development department, Office of Neighborhood Services, the Columbia Fire Department's Fire Marshall’s Office and the Building and Construction Codes Commission (BCCC) – have spent several months carefully reviewing the new 2024 International Codes. This review focused on understanding the impactful changes in the new 2024 Codes compared to the 2018 Codes. The following codes were included in the review:
2024 International Building Code: Rules for general commercial structures
2024 International Residential Code: Rules specifically for building new one- and two-family homes
2024 International Fire Code: Rules on fire safety, prevention, and building access for emergency services
2024 International Plumbing Code: Rules for water systems and sanitation
2024 International Mechanical Code: Rules for heating, ventilation, and air conditioning systems
2024 International Fuel Gas Code: Rules for the safe installation and use of fuel gas piping
2024 International Energy Conservation Code (IECC) and ANSI/ASHRAE/IES Standard 90.1-2019: Rules designed to increase energy efficiency in all new construction, helping to save energy costs
2024 International Existing Building Code: Rules for renovations, repairs, or additions to older structures
2024 International Property Maintenance Code: Rules governing the minimum standards for the maintenance of existing structures and properties
NFPA 70 2023 National Electric Code: Rules for safe electrical wiring and equipment.

City of Columbia City Council has adopted the resolution (R161-25) that authorizes the City Clerk's Office to put on notice the associated 2024 Family of Building Codes and the proposed amendments.

The City of Columbia has launched this BeHeard page so residents can provide feedback on the proposed adoption of the 2024 International Building Codes.
As more information becomes available, updates will be provided here.
2024 IBC Building Code Adoption has finished this stage
This preliminary phase includes study and review of the new codes for adoption by the Building and Construction Codes Commission and included the Climate and Energy Commission for the International Energy Conservation Code study. This culminates with a recommendation for adoption and associated amendments drafted to be placed on file with the City Clerk's office through a resolution.
Phase 1: Public Notice and Comment Period (90 days)
2024 IBC Building Code Adoption is currently at this stage
This portion of the process with code adoptions is required. A public comment period of 90 days or more shall be required to make the Codes and associated amendments available to the public through the City Clerk's Office.
Phase 2: Review of public comments and drafting of ordinance
this is an upcoming stage for 2024 IBC Building Code Adoption
This phase will follow the public notice of 90 days that is required (began on November 17, 2025). During this period any comments or questions raised during the public notice period will be reviewed and considered; a draft ordinance for the adoption of the codes and associated amendments shall be finalized.
Phase 3: Ordinance Presentation
this is an upcoming stage for 2024 IBC Building Code Adoption
This is the final stage of code adoption in which the final drafts are prepared for presentation to City Council and public hearings are held. Also the time period in which to enact any adoption of the codes shall be set during this time.
