What’s a Climate Action & Adaptation Plan?
Originally adopted in 2019, the City’s CAAP sets short- and long-term climate goals and outlines strategies across energy, transportation, housing, natural resources, waste, and community health.
This update will build on that foundation by refining and focusing the plan to prioritize the most practical, high-impact actions for the next five years.
What’s Changing in the Update?
The CAAP Update will focus on:
Using the latest climate data to better understand local risks and vulnerabilities.
Reviewing progress on the first CAAP, including what worked well and what challenges remain.
Refining strategies to focus on fewer, higher-impact actions with clear timelines, budgets, partners, and equity considerations.
Embedding equity and community benefits to ensure actions reduce disparities and improve public health, economic opportunity, and quality of life for all Columbia residents.

CAAP Update – Public Comment Open
The City’s Office of Sustainability and Cascadia Consulting have released the Public Comment Draft of the first 5-year update to the Climate Action and Adaptation Plan (CAAP). Originally adopted in 2019, the CAAP outlines strategies to reduce greenhouse gas emissions and move our community toward a more sustainable future.
The draft keeps the original 2019 goals and structure but updates the priority actions for the next five years based on input from local, state, and national stakeholders.
We’re looking for feedback on: • Anything that’s unclear or confusing • Placement of actions (5-year, ongoing, or long-term) • Actions that may not belong on the 5-year list • Any other major concerns or suggestions
Public comments will be open till April 12th, 2026.

Throughout fall 2025, City staff and Cascadia Consulting Group will conduct outreach to assess vulnerability areas and develop a strategy.
January 2026
this is an upcoming stage for Climate Action & Adaptation Plan (CAAP) Update
The City will host a Community Partners Workshop to get feedback on the updated CAAP actions. Partners include local non-profits/organizations, neighborhood leaders, and other community leaders.
March 2026
this is an upcoming stage for Climate Action & Adaptation Plan (CAAP) Update
In March 2026, the City will release the draft CAAP for public comment.
May 2026
this is an upcoming stage for Climate Action & Adaptation Plan (CAAP) Update
The final CAAP will be presented before the Columbia City Council for approval.
