The Columbia Police Department (CPD) invites community members to give feedback on Flock Safety technology and its potential use to combat crime in the City of Columbia.
Flock Safety cameras provide real-time alerts to law enforcement when they detect stolen vehicles or suspect vehicles listed in local, state, or national crime databases. They also notify authorities if a vehicle connected to a missing person case, such as an AMBER or Silver Alert, is identified. Flock Safety cameras record license plate numbers and vehicle details like make, model, and color, but they do not capture identifiable images of people or their faces and do not use facial recognition technology. These cameras are not designed for remote or automated traffic enforcement and will not be used for such purposes. The Flock Safety system supports law enforcement by offering objective evidence crucial for solving cases. The International Association of Chiefs of Police (IACP) reports that vehicles are involved in 70% of crimes, and 97% of car thieves face additional charges including robbery, burglary, theft, drug trafficking, and violent crimes.
CPD has drafted a policy and procedure outlining the appropriate uses of the Flock Safety system. These are on the right side of this page, along with a draft Ordinance. We invite residents to review these and provide feedback.
There is also a Powerpoint presentation that the Flock representatives provided. This presentation highlights key details of what the technology is capable of and what it is not capable of. We encourage you to review this presentation and submit any questions or concerns you have below. Please note, in slide 4, there are images of four types of technology (Falcon, Raven, Condor, and Wing.) While Flock does offer all four of these products, Columbia is only considering two of them at this time: the Falcon and Condor. The Raven and Wing technologies are NOT being considered.
Eight public input meetings have been held thus far. Other opportunities, including a Public Hearing with City Council, will be scheduled. As those are scheduled, dates will be posted on this page.
