Flock Safety cameras provide real-time alerts to law enforcement when they detect stolen vehicles or suspect vehicles listed in local, state, or national crime databases. They also notify authorities if a vehicle connected to a missing person case, such as an AMBER or Silver Alert, is identified. Flock Safety cameras record license plate numbers and vehicle details like make, model, and color, but they do not capture identifiable images of people or their faces and do not use facial recognition technology. These cameras are not designed for remote or automated traffic enforcement and will not be used for such purposes. The Flock Safety system supports law enforcement by offering objective evidence crucial for solving cases. The International Association of Chiefs of Police (IACP) reports that vehicles are involved in 70% of crimes, and 97% of car thieves face additional charges including robbery, burglary, theft, drug trafficking, and violent crimes.
On the right side of this page is a Powerpoint presentation that the Flock representatives provided. This presentation highlights key details of what the technology is capable of and what it is not capable of. We encourage you to review this presentation and submit any questions or concerns you have below. Please note, in slide 4, there are images of four types of technology (Falcon, Raven, Condor, and Wing.) While Flock does offer all four of these products, Columbia is only considering two of them at this time: the Falcon and Condor. The Raven and Wing technologies are NOT being considered.
Eight public input meetings were held. All feedback has been shared with staff and City Council and was weighed in the decision-making, along with the public comments made at the City Council Meeting on Oct. 7. Council voted that evening, approving the use of this technology and the proposed ordinance. It is expected that cameras will be installed within four to six months.

Share I am highly in favor of this plan and hope it will be approved & implemented. I went to a presentation on 08/15. Having read through all of the material presented, I have some quest to improve my clarity:
1. With the maps presented, there are descriptors with each ward or CPD sectors/beats. Using Ward 2 as an example, there are 2 intersection packages. What is included in an intersection package? I’m assuming 4 LPRs or 1 each direction
2. The separate listing of 4 LPRs. Are these readers placed elsewhere? Meaning separate from the intersection package?
3. What is ongoing plan for ongoing maintenance and upkeep of each these equipment items?

Hello John,
An "intersection package" consists of 4 Falcon LPR cameras and 2 Condor fixed live-feed cameras that provide for complete coverage of the intersection. The 4 Falcon LPR's listed for Ward 2 are placed in other locations and are not part of the "intersection package". Those locations were determined by members of CPD Command Staff with the assistance of Flock engineers with a goal of covering main arterial roads. The maintenance of the cameras is included in the contract pricing, which will be available when this goes to the City Council for discussion. Thank you for your engagement!
