Consultation has concluded

The City of Columbia is exploring ways to support improving the energy efficiency of rental housing properties. This can reduce the high cost of energy bills for renters and the environmental impact from energy used in rental properties.

The first step in this process is to collect information from stakeholders in the area of rental housing: tenants, property managers/owners, and community-based organizations using a survey and focus group listening sessions. The City of Columbia is exploring ways to support improving the energy efficiency of rental housing properties. This can reduce the high cost of energy bills for renters and the environmental impact from energy used in rental properties.

The first step in this process is to collect information from stakeholders in the area of rental housing: tenants, property managers/owners, and community-based organizations using a survey and focus group listening sessions. The survey closed on February 14, 2023 and listening sessions will be held in early March. Survey results and information from focus groups will be summarized and provided as a report to the community in the near future.

Next, this information will be used to better understand the rental market and housing stock; its energy efficiency improvement potential; and community priorities for policy options. We anticipate releasing a request for proposals to support this work in the next several months.

Any final policy or program will impact renters, rental property owners/managers, and other stakeholders for years to come. We look forward to your feedback to identify the benefits and costs as those options develop.

    The Inflation Reduction Act does include support for energy efficiency improvements to rental properties. Families who rent should always communicate with the property owner/manager before starting any project. This online tool has more program specific information for how, when and to whom support is available.

    The City's electric utility has programs available to rental properties, if a landlord is interested in having solar panels installed on a property, it would qualify for the full rebate the same way an owner-occupied property would.
