Roll cart storage requirements
Consultation has concluded
At the Feb. 19, 2024, Council meeting, the Columbia City Council approved an ordinance amendment that establishes requirements for roll cart storage between collection days.
Between collection days, customers must store their roll carts inside or adjacent to the residential structure or an accessory structure (i.e., detached garage or storage shed).
Carts shall be placed at the curb no earlier than 4 p.m. the day before the customer’s scheduled collection day and no later than 6:30 a.m. on the collection day. Carts must be removed from the curb no later than 10 p.m. on the customer’s collection day.

Roll carts can be stored inside or outside of dwellings, on private property, and neighborhood covenants cannot override these options.
There is no point in having roll carts if they have to be stored inside dwellings. Then you have stinking garbage in your dwelling 7 months a year.

Roll carts must be stored in a location where they cannot be seen from the street.
Those who favor no restrictions should recognize that storing roll carts in front of homes, garages, at the curb, or any locations visible from the street will have a negative affect on your property value.

We'll store our carts on our private property as we see fit, and the city can leave us alone about it.
This should've been figured out MONTHS ago, it seems like y'all forgot and then realized some angry busybodies would be obsessed with rules. Should we also be expecting to receive regulations on where we can put our patio tables or lawn decor?

The city should not interfere with placement on private property.
Individual homes and living circumstances will require that the roll carts be stored as the owners of the property see fit. Out of the way of public and on private property. Leave it at that.

MINIMAL CONSTITUENT INTERFERENCE
There should be nothing more than a general rule saying that these roll carts are to be stored on the owner's property and out of the public right of way. This allows for people in the HOA neighborhoods to set their own rules and allows for every neighborhood to do what is best for them. To the people asking for it not to be stored on the front plane of the residence, not every residence is squared up to the public road that serves it. Who are you to speculate what the front plane is? To the people who want these hidden from view, go live in an HOA and setup that rule within your neighborhood. Not everyone shares your views. If I live in a non-HOA neighborhood, I should be able to set this outside my garage (which may be in view of the street). If we have to use these, then we shouldn't force our fellow Columbians to find ways to hide them from view because some people don't like looking at them.
