The BeHeardCoMo website was implemented to help increase engagement and transparency with our residents. The City hopes to provide residents an additional way to have their voices heard, to help direct the future of Columbia.

The goals of BeHeardCoMo are:

  • To promote engagement by providing a place for residents to learn about important ongoing projects and provide actionable input which will actively shape the course of those projects and conversations.
  • To promote transparency by providing a central information repository and allowing residents an easy way to check the status of various items the City is working on.
  • To allow those unable to attend in person meetings or work sessions a way to ensure their voice is heard.

    Thank you for your question!  We recommend putting the trash into bags to prevent accidental littering, but it is not required.

    We are happy to hear the bus stop is beneficial. I have passed on the concerns regarding trash at the bus stop to the appropriate City staff.

    The City of Columbia, does have a leash law that requires all dogs to be kept on a leash as identified in Section 5-58. - Confinement of dogs as noted below.  City residents may have up to 4 dogs or cats over the age of 6 months as noted in Section 5-60, Limitation upon number of dogs as noted below. 

    Section 5-58 Confine of dogs
    (a)It shall be unlawful for any person keeping, harboring, owning or responsible for a dog to permit the dog to be off of the premises of the person keeping, harboring, owning or responsible for the dog unless the dog is held on a leash by a competent person. The provisions of this section shall not apply to a dog in a vehicle being driven or parked upon a street if the dog is secured in a manner that prevents escape. For purposes of this section, the common areas, both indoors and outdoors, of an apartment building or other multiple unit residential structure shall not be considered part of the premises of the person keeping, harboring, owning or responsible for a dog.

    Sec. 5-60. - Limitation upon number of dogs and cats kept.
    No person shall, at any time, keep, harbor or own, at one location within the city, more than a total of four (4) dogs or cats over the age of six (6) months. This provision shall not apply to a lawfully operated commercial kennel, a kennel maintained in connection with a small animal hospital, the city pound or persons in their role as registered caretakers of feral cats.

    Yes. The City of Columbia’s Code of Ordinances prohibits discrimination.     Good questions! Currently, we use the "stay informed" tool where residents can subscribe to receive updates on projects when we know there will be changes or new information added to a project page. A great example of that is the Interstate70/Highway 63 Interchange Enhancement Project. The City was waiting on designs from a third party, so we asked residents to subscribe so we would be able to alert them once we received those designs. Other project pages, such as those for interested parties meetings, are often static other than the feedback or questions the City receives. 

    Unfortunately, at this time there is not a feature that allows us to alert residents when a new project is added to the website. I have brought this up with customer service, and the feedback is being passed along to the product development team. If this becomes available in the future, we will let people know. 

    For now, we are putting new projects on BeHeardCoMo regularly, and I suggest citizens check the website every few weeks to keep up to date with the latest projects.

    Thank you for your question. This project is part of the Ameren advanced metering infrastructure (AMI) project. Here is some information about that project: 


    Ameren 5G Equipment and New Light Poles


    The City is required by state and federal law to allow communications devices, such as 5G antennas, to be installed on light poles. In instances where the existing light pole is not tall enough to provide the height necessary for the communications devices to operate properly or safely, the pole is replaced with an alternate taller lighting pole. The company desiring to install the communications devices has to pay all costs associated with the pole upgrade to facilitate the installation of their devices.

    In May 2021, the Council approved a license agreement with Union Electric Company doing business as Ameren to allow installation of communications equipment on City owned poles. The purpose was to allow the installation of these devices for the implementation of advanced metering infrastructure for their natural gas distribution system serving customers located within the City's electric service territory. The agreement requires the City to upgrade poles which Ameren identifies as a suitable location at their cost.

    Currently there are over 490 such locations identified where these communication devices will be installed. This agreement is very similar to the requirements to allow 5G communications devices on City light poles.

  • Share On Grindstone, between Rock Quarry and Bearfield, at the Southridge neighborhood there has been an uptick of people driving from the East, making U Turns, where individuals in the neighborhood are trying to pull out. Are there any plans to address this or to put in a NO U Turn sign?
