The City of Columbia is updating its Vision Zero Action Plan with the goal of reducing roadway deaths and serious injuries. The update will align with the Safe System Approach, incorporating safer roadway design, safer speeds, safer vehicles, safer people, and improved post-crash care. This plan builds upon the City’s existing Vision Zero program, which is nearly a decade old, and integrates new strategies, data analysis, and community input.
The project will deliver a Comprehensive Safety Action Plan (CSAP) consistent with the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) grant program. The plan will combine data-driven safety analysis, stakeholder input, and public engagement to identify projects, policies, and strategies that eliminate roadway deaths and serious injuries. The plan will identify systemic low-cost improvements, targeted infrastructure investments, and policy strategies to enhance roadway safety across Columbia.

CoMo to Zero Comprehensive Safety Action Plan is currently at this stage
In this phase, the City will gather insights from community members’ lived experiences with traffic safety, identify high-risk locations and begin building the foundation for recommendations.
Phase 2: Validate
this is an upcoming stage for CoMo to Zero Comprehensive Safety Action Plan
The City will share crash data findings and safety risks identified in Phase 1, refine focus areas and confirm strategies with stakeholders and the public.
Phase 3: Activate
this is an upcoming stage for CoMo to Zero Comprehensive Safety Action Plan
The City will present draft recommendations, gather final feedback through a public open house and online engagement and build support for implementing the final Vision Zero Action Plan.
